Under minimal supervision, the Regulatory Specialist is responsible for implementation of Port’s Storm Water Management Program, including the the state-wide permit for municipal storm water discharges.  Program elements include: public education and participation, illicit discharge detection and elimination, construction site storm water runoff inspection and control, and post-construction requirements.  Includes data collection and synthesis, and preparation of annual reports.

• Administers the Port’s construction storm water management program, including approval of storm water pollution prevention plans and inspection of construction sites.

• Administers the Port’s industrial storm water management program, including review and interpretation of storm water data; inspection of Port and tenant industrial facilities for compliance with requirements of the state-wide permit for industrial discharges.

•  Administers elements of the Port sanitary sewer management program, including responding to and reporting of illicit discharges, coordinating with Port staff and contractors to plan and report inspections, preparing and submitting plans and reports. 

• Reviews tenant applications and determines conditions for approval of property agreements; inspects tenant facilities for compliance with applicable environmental regulations and policies; advises Port staff and tenants on regulatory requirements, best management practices, and Port and City policies. Works with tenants, Port staff, and regulatory agencies to support compliance efforts and improvement of environmental management practices.

• Reviews Port building and encroachment permit applications and determines environmental conditions for permit approvals.

• Manages contract service orders for environmental consulting services, such as environmental assessment,  mitigation, and infrastructure upgrades.

• Performs other related duties as required.

Education:  A baccalaureate degree from an accredited college or university with major course work in natural sciences, engineering, environmental or resource planning or a related field; AND

Experience: Four years of verifiable work experience in environmental permitting and regulations; environmental investigations; environmental or other regulatory compliance; or environmental project management; or utility regulatory analysis; AND

License and Certification: Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance. Insurability must be maintained throughout employment.

Substitution:

A Master’s degree in natural sciences, engineering, environmental or resource planning, public policy, economics or a related field may substitute for one (1) year of work experience.

A law degree may substitute for one (1) year of work experience.

A PhD in natural sciences, engineering, environmental or resource planning, public policy, economics, or related field may substitute for two (2) years of work experience.
